Winter Averaging
Changes to billing based on winter averaging occur on the May 1st statement.
For residential customers, we utilize a process called Winter Averaging. We partner with your water provider to gather an average of your water usage for December, January, February, and March. Your monthly consumption is then multiplied by $3 for every 1,000 gallons of water used and added to the base rate.
| December | January | February | March | Winter Average | |
|---|---|---|---|---|---|
| Water Consumption | 4,000 Gallons | 5,000 Gallons | 3,000 Gallons | 6,000 Gallons | 5,000 Gallons |
Monthly base rates and your current year's average winter usage are billed for 12 months from May to May.
We use your average winter water consumption because it provides a more accurate representation of household water usage, as it typically excludes outdoor water usage, such as irrigation and car washing. In the event inclement weather prevents water meter reading, the water districts/departments supply us with an estimate.
